Founded in 1995, Navigator Consulting is an international management consulting and enterprise development firm specialising in strategy, innovation, investment, entrepreneurship and organisational transformation.

For more than three decades we have advised entrepreneurs, startups, SMEs, multinational corporations, governments and international financial institutions throughout Europe, Central Asia, the Middle East and Africa.

Navigator Entrepreneurship Charter

Europe | 2010–2030

In 2010, Navigator established the Navigator Entrepreneurship Charter, a long-term commitment to support one innovative startup, spin-off or social enterprise each year between 2010 and 2030. The initiative was created at the outbreak of the European financial crisis of 2010 in an attempt to foster innovation and entrepreneurship in the midst of a brutal economic depression brought about through massive management and investment failure. 

 

Through the Charter, Navigator provides selected ventures with angel investment, strategic mentoring, business incubation, financial modelling, governance support, fundraising assistance and access to an international network of investors, universities and industry specialists.

Since its launch, the Charter has supported more than fifteen startups and two social enterprises, committing over € 1 million of Navigator's own capital and helping participating companies secure more than € 4.5 million in total funding.

 

Portfolio companies have included ventures in financial technology, hospitality technology, electric mobility, investment promotion, digital platforms and enterprise development, while several initiatives have successfully exited and others continue to expand internationally.

The Navigator Entrepreneurship Charter remains the firm's flagship innovation initiative and provides the practical foundation for Invest4Impact. By combining direct entrepreneurial investment with more than three decades of international consulting experience, Navigator has developed a unique enterprise development methodology that integrates strategy, technology, corporate finance, governance and international business development into a single framework for building investment-ready, high-growth enterprises.

Technology, Innovation & Entrepreneurship

1. Financial Sustainability of the EIT Knowledge & Innovation Communities (KICs)

European Union | 2025–2026

Navigator consultant Philip Ammerman was appointed by the European Institute of Innovation & Technology (EIT) to evaluate the financial sustainability and long-term business plans of the EIT Knowledge & Innovation Communities (KICs) for the 2026–2028 funding period. The assignment covered innovation ecosystems with a combined programme budget of approximately €970 million, including financial analysis, sustainability assessment, governance review and strategic recommendations supporting Europe's largest innovation network.

2. Financial Sustainability & Budget Consolidation for the European Institute of Innovation & Technology

European Union | 2023–2024

 

Navigator supported the European Institute of Innovation & Technology in developing financial sustainability methodologies and budget consolidation systems across its network of Knowledge & Innovation Communities. The assignment strengthened financial reporting, investment planning and return-on-investment assessment.

3. Deep Tech Talents Initiative

European Union | 2022–2024

 

Navigator Consultant Philip Ammerman contributed to the financial and operational framework supporting the European Commission's Deep Tech Talents Initiative, one of Europe's flagship programmes designed to train 1,000,000 people in artificial intelligence, advanced manufacturing, robotics, quantum technologies and related deep technologies. The assignment also included strategic evaluation of an AI-powered skills matching platform supporting the initiative.

4. Proposal Evaluation for European Innovation Programmes

European Union | 1999–Present

For more than twenty-five years, Navigator has supported the European innovation ecosystem through proposal evaluation assignments for programmes including the European Innovation Council (EIC), European Institute of Innovation & Technology (EIT), Horizon Europe, EISMEA, the Research Executive Agency (REA), Marie Skłodowska-Curie Actions and related European Commission initiatives. Collectively, these assignments have included the evaluation of more than 200 research, innovation and deep technology proposals covering artificial intelligence, advanced manufacturing, sustainability, digital transformation and startup development.

5. Technology & Digital Transformation Programme for SMEs

Cyprus | 1996–Present

Navigator has designed and delivered one of Cyprus' longest-running executive development programmes in technology adoption and digital transformation on behalf of the Cyprus Chamber of Commerce & Industry. Over nearly three decades, the programme has evolved alongside successive waves of technological change, from the early Internet and e-commerce through customer experience, digital strategy, artificial intelligence and business automation. More than 600 enterprises and 1,500 business leaders have participated.

6. University of Cyprus Entrepreneurship Programmes

Cyprus | 2019–Present

 

Navigator has worked closely with the University of Cyprus through its entrepreneurship ecosystem, serving as Entrepreneur-in-Residence, startup mentor, trainer, competition judge and advisor to university spinouts and technology ventures. The assignments have focused on business planning, valuation, investment readiness, commercialisation, fundraising and international growth strategies for early-stage companies emerging from university research.

 

7. Startup Mentoring & Technology Commercialisation

Spain, Armenia, Cyprus & More | 2021–Present

 

Navigator has provided mentoring, investment readiness and commercialisation support to technology startups through leading European accelerator programmes. Assignments have included mentoring founders participating in Microsoft for Startups, the SAP Startup Factory, the S2 Xpeed industrial accelerator and others, on subjects including supporting company valuation, fundraising, pricing strategy, financial modelling, technology commercialisation and international expansion.
